i think where you are going to run into prolblems Larry is by calling something that has meaning to people "clutter" pretty unsensitive.

I visit my grandpas grave regularly, winter, spring, summer and fall. I have yet to see "clutter"
what I see is loving tributes to loved ones.
granted i understand where you are comming from, but you need to grow some compassion.
to you its a thorn of your job, to others its a way of dealing with grief.
and yes Larry some of us need more than 1 year to grieve. My grandpa has been gone for 4 years...
it still hurts me just as much now as it did the day he passed.
just remember what your calling clutter is important to others.
compassion and a little respect goes further than insults

Ripley Cemetery regulations to be enforced

Litchfield City Council decided this week to end years of lenient enforcement of Lake Ripley Cemetery decoration regulations.

The Council agreed Monday to begin strict enforcement of regulation 5A, which calls for removal of all decorations from the ground around gravesites by June 15. Included in the enforcement are flags; cut, plastic or silk flowers; and other decorations of similar nature.
